Sub: Sanctioning C-Off on account of performing election duty on Sundays/ Saturdays/Holidays.

Dear colleagues,           

The employees those who are performing election duty, training on Saturdays, Sundays and holidays are eligible to get compensatory off as per rule 22 of CCS (Leave) rules, 1972.Unfortunately this was not extended to the BARC employees. We had written letters (ref: AU/16/CONT/19/65, AU/16/CONT/19/79) in the past to the BARC administration.  Subsequently we had discussion with the BARC administration on the above issue today and it is agreed that “Those employees who are performing election duty, training on Saturdays, Sundays and holidays will be sanctioned compensatory off.”

Sub: Deputing BARC personnel for Election Duty reg.

Sir,

          With reference to the above subject this Union had submitted a representation dated 16/07/2019 and unfortunately no constructive solution is arrived from the Department yet. Many employees are deprived of eligible compensation/compensatory off for their Election duty performance. We have already brought to your notice that DoPT has issued necessary orders in the above cited circumstances.

 It is understood that concerned authority of Election Commission has approached BARC administration to relieve BARC personnel for Election Duty for the upcoming Vidhansabha election of Maharashtra State.

Further we would like to invite your attention that in the previous Loksabha election only Non-Gazetted staffs were deputed for election duty from BARC. It’s also evident that many illiterate and unwell staff members were compelled to perform duty which was beyond the scope of their capacity. In other Departments both Gazetted and Non-Gazetted staff were deputed for election duty. The BARC administration has not resolved the earlier request of staff members for granting   compensation/Compensatory off for their performed duty. Hence the employees are unenthusiastic to carry out Election duty any more.

          In the light of above we request your good office to depute both Gazetted and Non-Gazetted staff for election duty in the forthcoming assembly election also approve the compensation/compensatory off for the previous performance.

Canteen allowances implementation regarding.

Sir,

With reference to the above Endorsement DoPT has issued OM on 4th June 2019 revising the rate of canteen allowances to the specified category of employees. This OM is issued consequent upon the recommendations of the VII^th Central Pay Commission recommendation. Later the above OM has endorsed by DAE on 15/07/2019. It is unfortunate state that the BARC has not implemented the above revision till now.

In the light of above stated position it is requested to implement the revision of the allowances to the canteen staff and also pay the arrears due to the employees.

Charging higher rate at Hospital Canteen regarding.

Sub: Charging higher rate at Hospital Canteen regarding.

Sir,

With reference to the above subject we have received many complaints from the patrons of hospital canteen that they are charging higher rate for the food items. Since billing systems is not introduced at Hospital canteen, the employees are not in a position to register their complaints at the authorities.

On 28^th September I had a personal experience that they have charged Rs.15 for Onion Uttappa whereas the approve rate is Rs.11.The above method of charging is not acceptable and it is a breach of agreement made between the Department with Contractor.

It is therefore request you to

1.     Introduce billing machine at Hospital Canteen and NBH canteen

2.     Initiate action against Hospital Canteen contractor for breach of agreement with Department.

Accidental bringing mobile phones/head phones in bag and the action follows.

Sub: Accidental bringing mobile phones/head phones in bag and the action follows.

Sir,

It has been observed that, employees are sometimes unknowingly bringing their mobile phones in their office bags. Such mobiles if found during checking were being spoiled and only ‘SIM card’ is being returned to them by security officers. Such incidents are likely to happen on working day followed by holidays.

Nowadays scanning machines are kept and the bags will be screened before entering into the premises. Considering the wide use of mobiles during these modern days, it is time reconsider about the practice of totally spoiling the mobiles and its contents etc.

            We suggest that if mobile is found, a computer expert may check its contents and if any secret or objectionable documents or pictures are found, the Dept. is free to take action, otherwise such mobiles may be handed over to the concerned individual with a forewarning. It is possible that the mobile may contain some personnel documents which are important to that individual.
