Respected Sir,

        With a heavy heart we would like to invite your kind attention to the above mentioned subject. The Third Cadre Review was constituted on 29/7/2011 by the secretary DAE to address the intricacies pertaining to non-scientific and non-technical staff. It is also expected find solutions on merger of pay scales after the implementation of 6th CPC.
        At the outset the Managing committee of Atomic Energy Workers & Staff Union expressed our anguish on the outcome of 3rd Cadre Review approved by the Ministry of Finance which conveyed through the above mentioned OM. We also concluded that the DAE administration has miserably failed to pursue the Ministry of Finance to justify our proposal and hence many important cadres such as Security and Drivers had badly affected. The Canteen cadre already has been kept out of this third cadre review and is being dealt separately. While issuing the above OM the DAE administration has not disclosed the actual difference in number of posts sanctioned/reduced unlike the other two previous Cadre Reviews. The staff side is not in a position to understand the changes undergone after implementation of said OM. However the following prima facia observations we made and bring to your kind notice.
1.    The proposed date of affect of the Cadre Review was 01/04/2015 & the approval conveyed by the Ministry of Finance is on 06/05/2020. Now the benefit (if any) is extended from 04/02/2021.
2.    The intention of Cadre Review has converted into the creation of Posts in highest level at the cost of abolishing of working hands in the lower level. In other words higher officials are written their own judgements.

3.    Security Cadre: First and second Cadre review, the security staff were not given any benefit and hence a separate proposal was commenced to address the above overlook. However during the Third Cadre Review process the above proposal was amalgamated with the ongoing Cadre review. The nature of duty of security personal had undergone a sea change during the last two decades. For accomplishment of total security they are trained to handle all the modern electronic gadgets. But no attention has paid towards the Security Guard’s promotion and demerger. The entire Cadre is demoralised on seeing the outcome of Third Cadre review.
4.    Drivers: Drivers are another important cadre among the non gazetted employees and the administration was not successfully pursued the proposal of this cadre. Our drivers are not functioning as conventional drivers and they are the part of important strategic activities of our nuclear programme. Unfortunately the proposal of elevated entry scale and subsequent promotional scales are not considered. The entire driver community is disappointed when they were hoping better outcome from the Third cadre review.
5.    Stenographer: On implementation of 6th CPC steno grade II and Grade I (5000-8000 and 5500-9000) were got merged. The nodal ministry was insisting to revise the recruitment rule to deal with the merger of pay scale. Since last twelve years Department has not revised the Recruitment Rules and hence no pay fixation benefit was extended to the senior promoted employees. The Stenographer cadre Grade I & Grade II is merged and allowed an inferior level pay (level 6).
6.    MTS cadre in DAE: In the secretariat MTS cadre continuously working without any promotional avenue in their career. The Department again miserably failed to pursue the Ministry of Finance for these low paid employees.
7.    Purchase and store: In this DPS cadre purchase assistant and senior purchase assistant are kept in level VI even though one is feeder post and other one is promotion post. It is repeated in the case of store keeper and senior store keeper.

         These observations are based on the available information in the above OM. We have sought the details of proposal sent from DAE to MF and numbers of posts were existing and number of posts sanctioned in the cadre review. However it is evident that at lower level working hands are drastically reduced and the functioning of the office will affect badly.
        We therefore request you to kindly review the fallouts of third cadre review and initiate for the remedial proposals without further delay. The staff side request you to allow a personal hearing for discussion exclusively on third cadre review.

Sub: Changes in shuttle services (boarding and alighting points), mini bus services, light vehicle services and other vehicles entry/exit through North gate during hill protection work at North gate.

Sir,
    With reference to the above subject you have issued a circular stating the regulation of boarding and alighting points for shuttle services and other vehicles in view of the hill protection work. The above circular is practically effected from 17.02.2021 and we have received number of representations from the employees and same is mentioned below.
     The hill protection work is essential as far as the safety of personnel as well as vehicle is concerned but the officials who are not able to walk even for a 100mtr are facing hardship to reach the shuttle stop. Cyclist, walkers and movement of light vehicles are permitted through this area only shuttle services are restricted. In this regard we have received feedback from the commuters requesting to modify the present arrangement.     
    We would also like to suggest that the exit portal can be used for both entry and exit as we were using earlier at the time of construction work. The commuters can be picked up/drop from the present dropping point where enough space is available.
     We therefore request to the Department to review the present arrangement to reduce the hardship to the employees.

Issuance of Dress allowance to the employees’ reg.

Sub: Issuance of Dress allowance to the employees’ reg.

 Sir,
     Some work assistants have submitted the representations that the applications of Dress allowance had not being forwarded by the respective divisions for the year 2019-20. The subcommittee constituted by the Department has already recommended for allowing Dress allowance based on their eligibility as common category. Accordingly these employees are eligible to get Rs.5000/year since the introduction of 7th CPC.
It is therefore request you either to issue instructions to all the divisions to forward the applications or alternative mechanism may please be involved.

Settlement of Special Cash Package in lieu of LTC fare regarding.

Sub: Settlement of Special Cash Package in lieu of LTC fare regarding.
 
Sir,
    With reference to the above mentioned circular the validity of the scheme of special cash package in lieu of LTC fare expires on 31.03.2021 and accordingly all LTC clash claims should have to be settled and report need to be send the Government before 31.03.2021. Further a circular stated that all officers and employees are requested to submit their cash claims to the respective establishment on or before 05.03.2021.  In this regard we would like to state that the clarification dated 16.02.2021 issued by Ministry of Finance ensure that the claims can be submitted up to 31.03.2021. It is appreciated the intention of the circular to encourage the employees to submit their claims those who have completed the process of purchase. This will help to avoid last moment rush and further delay.
   However the Union would like to request you to ensure that the claims which are submitting up to 31.03.2021 should be allowed.

Allowing transport allowance to the employees who reported duty when the BARC buses were not in service during lockdown period.

Sir,
    The offices of BARC started functioning with 100% capacity from the month of September 2020. However the transport services were not available to the employees till 14th September 2020. During the lockdown period as per the roaster prepared employees are asked to attend offices with their own arrangement of transport as the BARC was not extended transport facilities for employees. The employees availing BARC transport facility prior to lockdown period and attended office during the above period are not paid either Transport Allowance or transport facility. Such employees are eligible to get the Transport Allowance as per the Government order as they are not availed the Government facility.
   It is therefore request you to give necessary instructions to Account Division to pay Transport allowance to such employees.
