Sub: NOTICE FOR ONE DAY STRIKE ON 8th January  2020
Sir,
 The Confederation of Central Government Employees & Workers (CCGEW) has given a call for one day Strike on 8th January 2020 and the same is endorsed by the National Federation of Atomic Energy Employees (NFAEE). Being an affiliate of the above apex body the Atomic Energy Workers & staff union has endorsed the call in the managing committee meeting held on 18th December 2019.Accordingly we hereby serve notice for one-day strike on 8th January 2020.The proposed strike called by the Confederation of Central Government Employees & Workers (CCGEW) for scraping of New Pension Scheme (NPS) and against breach of assurance given by the Group of Ministers on 7th CPC related issues.

The Charter of demands in pursuance of which the employees will embark upon the one-day strike action in enclosed herewith.

CHARTER OF DEMANDS

COMMON DEMANDS

1. Scrap New Contributory Pension Scheme (NPS), Restore Old defined benefit Pension Scheme (OPS) to all employees. Guarantee 50% of last pay drawn as Minimum Pension.
2. Honor assurances given by the Group of Ministers (GoM) to NJCA leaders on 30/6/2016. Increase Minimum pay and Fitment Formula. Withdraw the propose move to modify the existing time-tested methodology for calculation of Minimum wage. Grand HRA arrears from 1/01/2016. Withdraw “Very Good” bench mark for MACP & Grand Promotional Hierarchy and date of effect from 1//1/2006. Grand Option –I parity recommended by Seventh CPC to all Central Government Pensioners. Settle all anomalies arising out of 7th CPC implementation.
3. Stop Corporatization/Privatization of Railways, Defense, Postal and all other Government Departments. Withdraw closure orders of Govt. Of India Printing Press. Stop proposed move to close down Salt Department. Stop closure/Outsourcing of Govt. Establishments.
4. a) Fill up all six lakh vacant posts in the Central     Government Departments in a time bond manner. Reintroduce Regional Recruitment for Group B & C posts.
5. a) Regularization of Gramin Dak Sevaks and grant of Civil Servant Status. Implement remaining positive recommendations of Kamalesh Chhandra Committee Report.
   b) Regularize all casual and Contract workers including those joined or  after 1/09/1993.
6. Ensure Equal Pay for Equal Work for all. Remove disparity in pay scales between Central Secretariat staff and similarly place staff working in field units of various Departments.
7. Implement 7th CPC wage revision and Pension of   remaining Autonomous bodies. Ensure payment of arrears without further delay. Grand Bonus to autonomous body employees pending from 2016-17 onwards.
8. Remove 5% condition imposed on compassionate appointments. Grand appointment in all eligible cases.
9. Grand five “time bond” promotions to all Group B&C employees (Non Scientific & Technical). Complete Cadre review in all Departments.
10. a) Withdraw the anti-Worker wage/labour code and other anti-worker labour reforms. Stop attack on Trade union rights. Ensure prompt functioning of various negotiating forums under the JCM schemes at all levels.
        b) Withdraw the draconian FR 56(j) and rule 48 of CCS (PensionRules1972).
