Respected Sir,
With reference to the above mentioned circular of Medical Division No. MD/CHSS/20(1)2021/OPA-102950 dt. 10/08/2021 we would like to invite your kind attention to the following.
The content of the above circular “all the prime beneficiaries  who have renewed  CHSS  Cards in respect of their parents/parents-in-law (in case of female employees) during the year 2021, based on Medical Division Circular dated 22.12.2020, are required to submit acknowledgement of IT Returns as a proof of dependency of their parents/parents-in-law to the respective Units/Divisions /Sections by August 31 2021, failing which, the CHSS facility will be suspended from 01.09.2021 to such dependents and will be restored only after receipt of IT Acknowledgement” is shocking. The managing committee of this union expresses our strong concern on the above circular and its consequences after 1st September onwards.
    This Union had already requested through our letter AU/16/DAE/21/59 dt. 03/08/2021 that the para no. 4 of OM dated 22.11.2019 is contentious subject and the same is already under discussion in the DAE Departmental Council. In other words the para no. 4 of the above cited OM is to be deleted as the dependency of parents is already established through other means. Instead of this condition a self declaration of the prime beneficiary will suffice to establish the dependency. A rider is already provided in the para no. 3 of the above OM “if at anytime the undertaking/affidavit is found to be fictitious, disciplinary action is to be initiated against the prime beneficiary and the CHSS facilities of dependent will be terminated permanently with immediate effect”. The employees of BARC as well as other units are very much anguish on the Department for issuing such intimidating circular during this Pandemic period.
In the above circumstances the managing committee of this Union urge upon the Department/Medical Division to withdraw the above circular immediately.
