Renewal of CHSS cards in respect of parents and parents in- law

2. DAE OM NO. 7/2/2019/IR&W/14359 dt. 22.11.2019

Respected Sir,
With reference to the above subject the Medical Division BARC has issued a Corrigendum in which the following content highlighted. “For extending CHSS facilities to parents/parents in law (in case of female employees) for establishing the dependency criteria, as a proof, acknowledgement from IT Dept. of having filed the IT Return should be submitted.” Further the same corrigendum is mentioned the decision of a DAE wide OM No. 7/2/2019/IR&W/14359 dt. 22.11.2019 and OM NO. 201(12)/17/2020/IR&W/6729 dt. 11.06.2021.
The staff side would like to invite your kind attention to Para no. 2 of the OM 7/2/2019/IR&W/14359 dt. 22.11.2019  states that “Reference have been received from units and Atomic Energy Workers & staff Union requesting for further streamlining procedure as well as making the provision with regard to proof of residence more liberal.” However while issuing the OM para no. 4 is incorporated as “Further for establishing dependency criteria as a proof, acknowledgement from IT Department of having filed the IT Return should be submitted.” The same was against the interest of staff side and beneficiaries. In Mumbai the above condition was not a part of renewal process but now the Medical Division confirming the above content of the DAE OM.
In this regard we would like to emphasis that the dependency is already proved at the time of admission of parents in the scheme. We have also confirmed that such procedures are not in practice for determination of dependency in similarly placed Departments such as Department of Space. There is only submission of an affidavit by the prime beneficiary to the Department.
In the foregoing state of affairs this Union would like to request you to do away with the para 4 of the OM 7/2/2019/IR&W/14359 dt. 22.11.2019. We further request you to arrange CHSS review committee meeting including with a staff side member at the earliest.
