APO/AAO on SCF Quota.
Sir,
At the outset we take this opportunity to
convey our gratitude for maintaining 80:20 ratio i.e. (80% Departmental and 20%
Seniority-cum-fitness quota) for promotion to the post of Assistant Personnel
Officer/Assistant Accounts Officer.
In this context, your personal attention is
invited to the present Transfer Policy of the Department wherein the empanelled
Officials for the post of APO/AAO under seniority-cum-fitness quota are posted
to various places other than the place of current posting.
The empanelled officials to the post of
Assistant Personnel Officer on Seniority-cum-Fitness quota are those who have put in more than 35yrs of Qualifying Service
and almost all are in the same pay scale
of APO/AAO( Level-8). On promotion and posting outside the place of posting
, the officials are at big loss as they have to spend huge amounts for
maintaining two establishments without any monetary benefit. Moreover, you may be aware, that after the
age of 50yrs, all have chronic health and family issues.
Earlier, the
issue was taken up with Smt. Swati Pandey, the then Director(Cadre), who had
agreed to our proposal to post the officials promoted under
Seniority-cum-fitness quota at the same station or within the same zone and
accordingly many APO/AAO’s were promoted and posted at the same station.
It is
understood that a good number of APO’s vacancies are coming up in Mumbai. You
are requested to personally look into the matter and post the empanelled officials under Seniority
cum fitness quota for the post of APO/AAO
in the same station whenever
vacancies exists considering their long
experience rendered to the Department to mitigate mental tension and
monitory loss.

highly appreciated if you put convey the decision arrived on the subject to the
undersigned.
