Posting of APO/AAO on SCF quota
regarding.
Respected Sir,
In continuation with our earlier letter on the
captioned subject and the discussion held with Joint. Secretary (A&A) DAE
on 20th June 2019, we would like to invite your attention once again
to the following.
As per the present Recruitment Rule the
seniority cum Fitness (SCF) candidates are eligible for 20% of the total cadre
posts in APO & AAO. The DAE was not maintaining the above ratio earlier and
only 10-11 % posted on the SCF quota. The Staff side had represented the above
shortfall and accordingly DAE has filled all backlogs. Then Director (Cadre)
also assured that the posting of SCF candidates will be considered at the same
station or at least in the same zone. Many of them are at the juncture of their
career nearing their superannuation. Several of them have health problems
either of self or family and are hence unable to leave their station and accept
posting at outstation.
Generally
the APOs posted in SCF are seniors and nearly have completed 30 or more years
of service and almost nearing their superannuation. This posting of APO under SCF cannot be
termed as a promotion because most of them are drawing the same grade pay/Level
pay. They are only taking additional responsibility with no higher pay.. The APOs under SCF are benefitted only
after a period of 4 years in the grade of APO. It is also seen from the recent
posting orders that the SCF APOs are posted to the station when they have a period
of 2 years for superannuation. But
this is absolutely pointless since they do not get the monetary benefit as they
superannuate before completing 4 years.. Thus they stand a looser as regards
monetary benefit.
The
Department always expects best output from its employees and in order to achieve this objective we have
to provide an environment of peace of mind.
When one is with his family and departs his home for his office he is
set to do his best. In addition to this we also found that no unreserved
candidates are sought option for posting even there are vacancies in that
category. In this connection a list is being attached herewith for your ready
reference so that no further backlog will remain in the SCF quota.
Taking
into consideration all the above facts we once again request you to consider
all the case of APO &AAOs under SCF for posting in the same station and
fill up all the vacancies as it is mentioned in the attached list.
