The following
subjects were discussed with the Administration BARC on 18thJune
2019. Both CAO (P) and CAO (A) were present in the meeting .The DEO HRD &
SR & W and APO also participated in the meeting.
1.
Filling the post of Traffic Supervisor(14 Numbers): As per the
prevailing norms eligible candidates are less than 50% and hence we requested
to fill up all the post of Traffic Supervisor relaxing the norms so that all
the vacant posts can be filled. This will in turn create Promotion Avenue for
42 drivers. The Department was reluctant in relaxing the norms and we have
requested to revisit the subject so that one of the important categories will
benefit by resultant vacancy in promotion.
2.
Inordinate delay in promotion pay
fixation, LTC claim, reimbursement of Medicine cost etc. The Union stated that
the Administration & Accounts of BARC was one of the best in the country
but in the recent past that status has diminished. Therefore Promotion pay
fixation, LTC claim, RTF claim, Reimbursement of Medicine cost etc takes too
much time for clearing. The CAO stated
that the Administrative delays will be definitely addressed. In the case of LTC
already instructions are given not to insist the any proof of destination such
as receipts of hotel etc. Further it is informed that the Medical
reimbursement, department is in the process engaging chemists for cashless
transaction with discounted prices.

Delay in implementation of various
orders issued from DAE/DOPT such as OM. issued on 24/8/2016, DAE ID. Note
15/1/2015:
Union
dropped the notice to administration that after issuing of OM dated 24/8/2016
employees are not given fresh option in changed circumstances. In this case
initially employees are opted date of promotion which was beneficial at that
time. But in the changed scenario they will not be benefited of the new OM
unless they are extended fresh option this is agreed too. Union also stated
that the benefitted one increment is not extended to the traffic supervisor
(technical) and the CAO agreed to look into.
In
the case of ID note dated 15/1/2015 many employees in the category such as ASO
A to ASO B, Stenographer Grade 1, Security Guard, General Manager Canteen, and
Deputy Gen Manager Canteen etc are not extended the benefit of fixation. CAO
agreed to implement such cases and asked the union to submit the list of such
employees.

DAE DC agenda of 1st November 2008
promotion cases of technical post whose posts were merged in the 6th
CPC:
Union
sought the status of fixation benefit to the employees who promoted on
1/11/2018 (tech).The CAO informed that as per the DAEs instruction BARC
identified 56 such employees whose promotion falls on 1/11/2018 and their
calculation of financial implication is finalized. The report is sent to DAE.
5.
DAE DC agenda on merged pay scale
cases and the employees promoted/upgraded under ACP before 1/1/2006: the union
expressed the displeasure that the BARC admin has given an incorrect proposal
without consulting the UNION to DAE. Further DAE also concluded the agenda
stating erroneous reason. However The CAO asked the union to take up the matter
to the DC again.
6. Delay
in issuing CHSS card to parents/dependent: we have brought to the notice to the admin that there is a delay
in issuing CHSS card to the dependents of employees those who have submitted
the application for CHSS card for the same. Even after submitting entire
documents it takes more than one year for issuing CHSS card. CAO assured to the
union that the subject will be brought to the notice to the concerned
authorities.
7. Union
stated that, in BARC premises thousands of contract employees are engaged in
various works. As per the order issued by the administration that concerned
officials should ensure that the contract employees are paid as per rule. But
it is unfortunate to state that all contractors except few are not paying the
minimum wages. CAO assured that BARC is always a model employer and will not
allow any sort of bad labor practice.
8. Modification
of OPD counters of Dental, Medical, etc for comfortable communications with
PAs: The patients are given feedback that there is inconvenience in
communicating with counter staff at OPDs such as Dental ,Medical etc. we
suggest necessary modification at the counters so that it will ensure smooth communication with patients.
9. Stepping
up of pay of senior employees including scientific assistants with respect to
their juniors wherever direct recruitment elements are there: In this subject
CAO admitted unreasonable delay in implementation. He assured that it will be
implemented in priority manner. Union
also requests all the employees who falls in the above category come forward
with their documents.
10. Recovery/refixation
of promotion benefits of various posts such as ASO B, Steno Grade I,
Security Guard General Manager
Canteen, and Deputy Gen Manager Canteen etc: The BARC administration initiated
to recover the pay fixation benefit of the above employees who promoted after
1/09/2008. Union expressed our strong resentment on the above recovery when government
orders are clearly allowed the fixation benefit. CAO stated that the matter is
referred to DAE and awaiting an earlier reply.
11.
Outsourcing at various places: Union conveyed
great concern on engaging outsourced staff even in core activities. WIP, UED,
AFD, etc are engaged technical and plant area work with outsourced worker who
have no technical knowledge and awareness of radiation safety. Contractor
employees are limited responsibility and they are untrained may changed
frequently. The final responsibility falls on the permanent staff. In other
words desired output with the required safety standard will be absent at the
work place. This is a matter of concern of all the employees. And union
requested the department to restrain engaging outsourced work force in core
activities.
12. Non
availability of livery items: it is noticed that in the recent past, livery
items such as cleaning materials, soaps, duster etc. are not available with the
Central Stores and they state shortage of fund to provide the same. Union
conveyed deep concern that for procurement of safety/cleaning material, where
radiation related activities are involved, shortage of fund is stated as reason
is not acceptable. Administration assured that complied safety is a highest
priority for department. Unions concern will be conveyed to the authorities.
13. Restoration
of visiting hours at central complex: It was a conscious and historical reason
to keep the visiting hours at CC (both admin and accounts) between 2.30-4.00
pm. because the above timing will suit the round-o-clock staff. But in the
recent past accounts division has issued some circular restricting the visiting
hours between 2.00-3.00 pm. This is to be reviewed. CAO stated there is no
restriction in administration and with reference to accounts your difficulty
will be conveyed to the authorities.
We
have also discussed the STPT examination for the Work Assistants who acquired
higher qualification, providing change rooms to WA. These are the urgent and
immediate issues taken up with the management. We will be conveying further
development in nest circulars.
